Definitions: 

CHIP: Children's Health Insurance Program. Program benefits became available October 1, 1997, and provides $40 billion in Federal matching funds over 10 years to help states expand health care coverage to the Nation's uninsured children. CHIP is a state-administered program and each state sets its own guidelines regarding eligibility and services.
